When President Obama signed the “Homeowners Flood Insurance Affordability Act of 2013” into law on March 21, it set the course for changes to Biggert-Waters that will help mitigate the “sticker shock” some consumers are facing as a result of two provisions that create drastic premium increases in many parts of the country.
In addition to other revisions, the law repeals the entirety of Section 207 of Biggert-Waters, reinstating the “grandfathering” of policies located in communities with a new or redrawn map. The law will also stop the elimination of subsidies for pre-FIRM properties that are bought and sold.
